The normal highest noise for heat pump is 50 to 60dB(A), but some intel-brand can make that to 43dB(A), Generally it is acceptable within 60dB(A), which is similar to indoor talking.
So we can reduce noice from two aspects:
1, Compressor shake: Normal compressor will rub with floor, or will impact with tubes and cases.
2, Fans: As the unscientific installation of the heat pump, it will case shrill voice.

1, Floor installation: If floor, better use some rubber to release shake and keep horizontal.
2, Balcony installation: we suggest a 45 degree diagonal bracing, to depart the press from vertical and horizontal.
3, Indoor window installation: Most time, heat pump is mounted beside the indoor window, we suggest keeping heat pump flown direction is perpendicular to wall, and parallel to indoor wall, by this installation, it can release the noise from wind flow.
